Public Perspectives

Tracking employee experience and engagement

What was this about?

Bracknell Forest Council commissioned Public Perspectives to engage with its employees, aimed at measuring employee experience and informing its future organisational development strategy and transformation programme.

How did we do it?

We co-designed with the council an employee experience and engagement survey, which combined tried and tested questions and models for measuring employee engagement, alongside bespoke questions relevant to the local context. In addition, a series of employee in-depth interviews and focus groups were conducted to follow-up and unpack the survey findings and inform responses to issues raised in the survey.

What were the outcomes?

Key to a successful process was a high response rate. Through working closely with the council, good communications and targeted reminders, a 70% plus response rate was achieved. The comprehensive and in-depth report integrating both quantitative and qualitative insights, provided an invaluable baseline of employee experience and perception compared against Public Perspectives’ local authority benchmark and where possible the Civil Service People Survey. These findings were presented to the council’s management team and have helped inform the council’s new organisational development strategy and transformation programme, as well as shaping some immediate new initiatives to address issues raised in the research.
