Evaluating an innovative health and social care initiative

What was this about?

The Tribe project is an innovative platform aimed at making it easier to access appropriate homecare and community care support. As part of its funding under the UKRI Healthy Ageing Challenge, Public Perspectives was commissioned to evaluate the development, progress and impact of Tribe over a three-year period.

How did we do it?

We began by co-designing a theory of change evaluation framework, which included mapping the key activities and expected outputs, outcomes and impacts, including social and economic impacts. This framework then shaped the on-going data capture mechanisms, including feedback from those using the platform and local authority and health partners that commissioned Tribe. Alongside regular check-in meetings, annual interim reports were produced focussed on progress and emerging impacts. The final wave of evaluation at the end of the three-years focussed more on capturing learning, overall impact (including social and economic impact) and future considerations. This involved surveying Tribe users, their families, care providers and commissioners, as well as qualitative in-depth interviews with these audiences and other key stakeholders.

What were the outcomes?

We produced two reports – an internal technical detailed report for Tribe providing substantial detail and evidence of the evaluation findings. This was complemented with a more accessible, succinct and visual public and stakeholder facing version, summarising the key findings of the evaluation. The evaluation met Tribe’s funding requirements and helped to continually shape Tribe’s offer. It has also provided them with valuable insight to inform their future service provision, as well as evidence of progress, emerging impact and case studies.
